In simple words, VEU (Victorian Energy Upgrades) program (formerly known as VEET scheme) is a Victorian government initiative that gives Victorian households and businesses access to rebated energy-efficient products (such as heat pump water heaters) and services to help reduce greenhouse gas emissions.

The VEET act was enacted in 2009. Its primary goal was to reduce energy bills and greenhouse gas emissions by providing energy-efficient products through an accredited partner (AP). APs generate Victorian Efficiency Certificates (VEECs) for each LED upgrade. It is an electronic certificate that signifies 1 ton of carbon emission abated.
